A commercial EPC is a document which states the energy efficiency of a building based on the standardised way that the building is used. Carbon dioxide (CO2) ratings are shown in bandings from A to G, with A being the least polluting, and G being the worst.  The main focus of the certificate is the amount of CO2 which is estimated to be released from the building. The performance of the building is benchmarked against current building standards, and recommended cost effective improvements.

MEES (Minimum energy efficiency standards)

The Energy Efficiency for Commercial properties in the Rhondda, as well as the rest of Wales and England has to comply with Regulations 2015, which was established as a minimum level of energy efficiency for privately rented property.

As a result of this, as of 1 April 2018, landlords of privately rented property in Wales and England, must ensure that their properties reach at least an Energy Performance Certificate (EPC) rating of E, before granting a new tenancy to new or existing tenants.

And from the 1 April 2023, these requirements will apply to all Commercial private rented properties in Wales and England, even where there has been no change in tenancy arrangements.

The National PRS Exemptions Register

If a landlord believes that an EPC F or G rated property they let qualifies for an exemption from the minimum energy efficiency standard, that exemption must be registered on the PRS Exemptions Register – a self-certification database.
